Storage Depot Licence
Required for any facility holding more than 5 Ml of petroleum product. ZERA assesses tank integrity, fire suppression, spill containment and operator competency. Licences are renewed annually with mandatory inspection.

Pipeline Operator Licence
Covers design, construction and operation of petroleum pipelines. Mandatory inspection regimes, cathodic protection documentation and emergency-response plans are required. Applies to all segments of the Beira–Harare corridor.
EMA + ZERA + MSD
Refinery / Processing Licence
Highest tier of ZERA regulation. A full Environmental Impact Assessment under the Environmental Management Act, MSD compliance sign-off and Ministry of Energy approval are all required before construction may commence.
